More than 1,100 gardaí will be on duty around the stadium, at Dublin Airport and in other areas of the city in the 24-hour period leading up to the game, which kicks off at 5pm.
To allow for adequate policing, the fixture has been declared “an extraordinary event” in the Dublin area by Garda Commissioner Drew Harris.
Gardaí have been liaising with stakeholders, including authorities in England.
More than 49,000 spectators are expected at the Aviva as Heimir Hallgrimsson takes charge of his first game since being appointed Ireland manager.
Former Ireland international Lee Carsley is the England interim manager.
A major roads management plan will be in place, with heavy traffic expected in the Dublin 4 area throughout the day.
There will also be an emphasis on before and after the game, from a security standpoint. Additional policing will also be provided today and on Sunday.
Anyone planning to be in the city tomorrow is advised to plan accordingly and expect delays as well as rolling road closures.
Those planning to attend the game have been asked to use public transport.
The following roads will be closed from 12.15pm tomorrow: Landsdowne Park, Landsdowne Lane, Landsdowne Road from Shelbourne Road to Herbert Bridge, Herbert Road, Newbridge Avenue, Bath Avenue and Londonbridge Road.
As kick-off approaches, there will be further road closures.
From 3pm, the remainder of Landsdowne Road, from Shelbourne Road to Pembroke Road, will be closed. Beatty’s Avenue and Ballsbridge Avenue will also be closed. Other rolling road closures may be required throughout the day.
From 7am tomorrow, parking will be prohibited on the following roads: Lansdowne Road (both sides from Shelbourne Road to Herbert Bridge), Herbert Road (left side from Herbert Bridge to Tritonville Road), Lansdowne Lane (left side from Shelbourne Road), Shelbourne Road (both sides from Shelbourne Avenue to the Podium entrance), Shelbourne Road (left side from the Podium entrance to Bath Avenue), Havelock Square (right side from Bath Avenue to the entrance gate), Northumberland Road (both sides from Lansdowne Road to Haddington Road).
Gardaí have said they will work to keep traffic disruption to a minimum throughout the day.
