It’s a gross understatement to say that penalties have not been Armagh’s friend.

On the Monday morning after their Ulster final defeat to Donegal in a shoot-out last May, the GAA president Jarlath Burns, in an RTÉ studio defending GAAGO from its usual torrents of criticism, referenced his county’s shoot-out pain the day before against Donegal and how he had supporters pleading with him to drive new policy that dispensed with the practice of settling games this way.
